Mr. Lay Vila is the Founder and Chief Executive Officer of DELIGHTECH, an award-winning Cambodia-based financial technology company delivering AI-powered fintech infrastructure and end-to-end digital lending solutions. With more than 10 years of experience in financial services, fintech, credit operations, risk management, and digital transformation, he is committed to expanding financial inclusion through innovation and technology. Mr. Vila holds a Bachelor of Law degree from Norton University and has pursued advanced studies in Business Management with a specialization in Finance. He has participated in leading accelerator and innovation programs, including Plug and Play, Antler, Angkor 500, BIO-SMEs Accelerator, TSC Digital SME Accelerator, and the JICA Cambodia-Japan Accelerator Program. Beyond his role as CEO, Vila actively contributes to Cambodiaβs startup and innovation ecosystem as a mentor, trainer, advisor, judge, and jury member. He has represented Cambodia at international conferences, innovation forums, and business missions across Japan, China, Hong Kong, Singapore, Malaysia, Thailand, Laos, and Vietnam. His vision is to build world-class fintech infrastructure that empowers financial institutions, improves financial inclusion, and supports the future of digital banking across Southeast Asia.
